Letter to the President Bassolino

Dear President Bassolino, unfortunately on the back pages of this blog, we would not do it, but our affair is becoming farcical tone and, quite frankly, tired of endless waiting for the continuation can only create in us a sense of frustration and despair.
We are aware of the commitment, the promises and acts which you and the Vice-Chair Valiante and the entire Board, you have taken in recent months and that is why we can not understand how it is possible that under all this has not yet completed our assumption with the ranking of categories C and D. The Council resolution No 657 of 3 April 2009 seemed to pave the way to our assumption, reserving to us appropriate, about 150 people in all, 20% of vacancies in categories C and D, in consideration of a real and considerable needs of the Campania region (due to retirement of the last two years almost 1500) and skills and professionalism that we bring. Needless to hide the fact that the act was welcomed by us with great satisfaction, it seemed that we were on the verge of finalizing the desire expressed by you, with great decision, since last December and reiterated publicly on several occasions, notably in the Council meeting Regional January 21, 2009. Unfortunately, since then the road became more complicated, despite the recent approval of Council Resolution No. 1146 of 19 June 2009, which provides the ranking of our competitions as a fundamental element of the Implementation Plan in 2009 with regard to the needs of staff. The problem is that with this resolution it was decided to link our fate to the making of a Prime Ministerial Decree on the costs of personnel of local (ex Art. Brunette 76 of Law No 133/2008) for which, for about a year , there is still no agreement between the Government, Regions and local authorities and who knows if and when there ever will be. We can not accept this choice, we know that in this matter, the Regions have exclusive power, as is shown by the above resolution 1146, in which, on the assumption of 87 technical agreement on agriculture, it states "... As part of the organizational and the consequent regional power under Article 117, paragraph 4, of the Constitution ...." Why to hire agricultural engineers proceed independently and independently of the state power and, instead, we will decide to make it? We fail to understand, as we do not understand why, faced with the need to optimize the economic resources to maintain our assumption (called aspect forever by Resolution 1146), there are persistent rumors of new commands and new advice which could damage your the economies of expenditure to be used, of necessity, to assume the appropriate categories C and D. Just a few days ago, CGIL, CISL and UIL, sent a letter of protest to the regional administration on the commands and advice, and invited the Campania region to maintain its commitments regarding the implementation of the final part of the three-year requirement Staff 2007-2009, which, at this point, provides only a final and fundamental point to make and that is taking us fit in categories C and D.
pointless to deny that this situation worries us greatly, taking away the peace of mind that your words and your commitment we had provided, we ask you to intervene directly to resolve this situation in order to proceed as quickly as possible, to the slide of the rankings and our recruitment.
